Does anyone know if the software is able to be used on multiple laptops as long as one user is logged in at one given time?

The software does not currently offer the kind of "network licensing" I believe you are referring to.
While we don't normally do Enterprise Licensing on Video GeoEditor or Video GeoTagger, if you have multiple users needing access, it might be worth contacting sales@remotegeo.com, explain your use cases, and maybe they could come up with a customized plan suitable for your situation?
